For Right-of-Way Owners and Managers

ROW Project Planning Checklist

Before you ask anyone for a price, define the corridor, the access, the timing, what you want treated, what must be left alone and the records you need back. This checklist is the homework that goes into a good RFQ. Providers can only price the scope you give them.

Your standards come first. Your own vegetation management plan, utility or roadside standards, permits, the product label and the agencies that regulate your work set the rules. This page helps you gather the details; it does not replace any of those.

Step 1

Define the corridor

Describe the work the way your organization already tracks it, so every quote and record lines up with your system.

Step 2

Access and logistics

Most surprises on corridor work are access surprises. Settle them before the provider prices travel and setup time.

Step 3

Targets and treatment goals

State what you want controlled and what success looks like, in terms you can check later.

Step 4

Exclusions and sensitive areas

Mark what must not be treated before anyone flies. Buffers come from the product label, your permits and your own program.

Step 5

Product and application method

Decide what is allowed before you ask for prices. Drones may not fit every segment: dense canopy, tall structures, wind exposure or very small sites can favor another method. See What It Takes to Spray Vegetation With Drones.

Step 6

Safety and coordination

Write down your site rules so every provider prices the same safety requirements.

Step 7

Records and reporting

Ask for records in the scope, not after the job. For the full list of what to request and how to review it, see Treatment Documentation & Follow-Up.

Step 8

Selecting the provider

With the scope defined, you can compare providers on the same terms. The Provider Evaluation Checklist has six questions to ask every provider and a side-by-side worksheet. You can search for operators by state in the WeedGunners directory. Listing information is self-reported, so ask each provider for their documents.

Turn this into an RFQ

  1. Get the template. Download the UAS Vegetation Services RFQ Template (PDF or spreadsheet) from Tools & Templates.
  2. Copy in your answers. Each step above maps to a section of the template: corridor, access, targets, exclusions, product, safety, records and qualifications.
  3. Send the same scope to every provider. The spreadsheet version lets you compare up to three responses side by side.

Providers use the matching operator-side list, the ROW Readiness Checklist, to plan delivery once the work is awarded.

Put the scope in writing

A clear scope gets quotes you can compare. Not sure yet whether to hire out or build in-house? Start with Plan the Work.

This checklist is general guidance only. It is not legal, regulatory, pesticide-label, aviation or safety advice. Your own vegetation management standards and permits, the product label and the applicable state and federal agencies control. WeedGunners is a directory; listing information is self-reported, and WeedGunners does not check licensing, insurance or compliance. Operators are solely responsible for being licensed, insured, authorized and compliant for the services and locations they offer.
